Victoria Butler heads the Information Management Directorate, which is responsible for producing SIGAR's quarterly report to Congress. In addition to providing the overall editorial direction for SIGAR's congressionally-mandated quarterly report to Congress, she writes the SIGAR Oversight and SIGAR Overview section of the report. She also drafts congressional testimony and speeches for SIGAR leadership.
Before joining SIGAR, Ms. Butler worked for the Special Inspector General for Iraq Reconstruction (SIGIR) where she was a lead author of that agency's principal lessons learned report: Hard Lessons: The Iraq Reconstruction Experience. She has worked as a journalist and TV producer covering international events in Asia and Africa for several publications and networks, including Time Magazine, Voice of America, NBC news, and the Associated Press. She is also the author of Sudan: the Land and the People. In addition to her work as a journalist, Ms. Butler served as a spokesperson for the United Nations High Commissioner for Refugees in Washington, DC, and led a team under the United Nations Transitional Authority in Cambodia to develop print, radio, and television products to inform Cambodians about the U.N.-managed election process.
