			<title>January 2009 Quarterly Report</title> 
			<description>
				This is the second quarterly report of the Special Inpsector General for Afghanistan Reconstruction (SIGAR) to the U.S. Congress, submitted under 
				the provisions of the Fiscal Year 2008 National Defense Authorization Act. It adds to the first quarterly report submitted October 30, 2008, which 
				provided a summary of funds devoted to the reconstruction of Afghanistan since 2001; a review of relevant U.S. and international laws and agreements 
				which govern the approach to the reconstruction of Afghanistan; and a status report on the establishment of SIGAR as an independent oversight agency. 
				Building on the information provided in the first report, this submission provides a summary of oversight reports on Afghanistan reconstruction
				since 2002, discusses initial SIGAR observations on some of the challenges to Afghanistan reconstruction, and concludes by outlining SIGAR's methodology 
				for oversight.

			<title>October 2008 Quarterly Report</title> 
			<description>
				Since 2001, the U.S. has 
				provided approximately $32 billion in humanitarian and reconstruction assistance to Afghanistan. In addition, the international community has provided 
				a further $25.3 billion for the rebuilding of Afghanistan. To provide for the independent and objective conduct and supervision of audits, inspections, 
				and investigations relating to these funds, Congress created the Office of the Special Inspector General for Afghanistan Reconstruction (SIGAR) under 
				authority of Section 1229 of the National Defense Authorization Act for Fiscal Year 2008 (PL 110-181), which was signed into law on January 28, 2008. 
				Major General Arnold Fields, U.S. Marine Corps (Ret.), was appointed by President George W. Bush on June 12, 2008 to be the first SIGAR and was 
				subsequently sworn into office on July 22, 2008. SIGAR received an initial appropriation of $7 million in June 2008, and an additional funding 
				appropriation of $9 million at the end of September 2008.
