Quarterly Reports to Congress

SIGAR’s Quarterly Reports to Congress will be published 30 days following the end of each fiscal-year. These reports summarize SIGAR findings including audits, inspections, investigations, and analysis of data and developments related to the Afghanistan reconstruction progress. The activities of SIGAR during each quarter and updates on the various SIGAR initiatives will also be reported.

Audit Reports
SIGAR conducts audits to determine whether programs and operations funded by the Afghanistan Relief and Reconstruction Fund are being managed efficiently, effectively, economically, and achieving the desired outcomes. Audit reports include recommendations for corrective action. Audit subjects are selected according to the SIGAR Audit Strategic Plan which covers SIGAR priorities for 2009-2010.

Inspection Reports
Inspection teams, comprised of engineers and program analysts, have inspected buildings and work sites to determine if construction meets quality standards and contract specifications, has used appropriate materials, and was completed on time and within budget. Inspections will also determine if the constructed facility is being used as intended and is being maintained. In November 2009 the Inspections Division was merged into Audits Division to better marshall our resources.

Oversight Mission and Plans
The National Defense Authorization Act (Public Law 110-181) established the Special Inspector General for Afghanistan Reconstruction (SIGAR). SIGAR’s mission is to enhance oversight of programs for the reconstruction of Afghanistan by conducting independent and objective audits and investigations on the use of taxpayer dollars and related funds and by keeping the Congress, as well as the Secretaries of State and Defense, currently informed of reconstruction progress and weaknesses. Afghanistan reconstruction includes any major contract, grant, agreement, or other funding mechanism entered into by any department or agency of the United States government that involves the use of amounts appropriated, or otherwise made available for the reconstruction of Afghanistan with any private entity to: (1) build or rebuild physical infrastructure in Afghanistan, (2) establish or reestablish political or societal institutions of Afghanistan, (3) provide products or services to the people of Afghanistan, or (4) provide security or other support functions to facilitate Afghanistan reconstruction efforts.

Comprehensive Oversight Plan Afghanistan–Pakistan
In June 2008, the Southwest Asia Joint Planning Group, which then consisted of Offices of Inspector General for the Department of Defense, the Department of State, and the U.S. Agency for International Development; the Defense Contract Audit Agency; the Government Accountability Office; and the Special Inspector General for Iraq Reconstruction, issued its first Comprehensive Audit Plan for Southwest Asia. The group was subsequently expanded to include the Special Inspector General for Afghanistan Reconstruction, whose anticipated oversight activities were included in the April 2009 update of the joint plan.

Testimony Before Congress
The Special Inspector General for Afghanistan Reconstruction frequently provides testimony before U.S. House of Representatives and U.S. Senate committees on SIGAR’s oversight of the U.S. reconstruction effort in Afghanistan.

Inquiry Letters
Letters of inquiry regarding issues of reconstruction programs that may deserve management attention . These letters raise awareness of potential concerns by SIGAR, and request information of government agencies on what actions are being taken to address these concerns.
