In March 2013, Inspector General John F. Sopko requested that the Secretaries of Defense and State, as well as the Administrator of the U.S. Agency for International Development provide a list of the ten Afghanistan reconstruction projects/programs their departments funded and deemed most successful, least successful, along with an explanation following their conclusions. Such an understanding remains critical for formulating lessons learned from U.S. reconstruction efforts in Afghanistan. All three agencies failed to provide their ten most and ten least successful projects.
