Joseph Windrem leads SIGAR’s Lessons Learned Program (LLP), which identifies and preserves lessons from the U.S. reconstruction experience in Afghanistan, and makes recommendations to Congress and executive agencies on ways to improve efforts in current and future operations. SIGAR’s Lessons Learned Program comprises subject matter experts with considerable experience working and living in Afghanistan, aided by a team of seasoned research analysts. To produce these reports, LLP staff conduct hundreds of interviews—in Afghanistan, Europe, and throughout the United States—and review thousands of documents. LLP reports have been recognized with awards from the Council of Inspectors General on Integrity and Efficiency (CIGIE) and featured in numerous U.S. and international news articles and reports.
Mr. Windrem joined SIGAR in 2010. He has served as the Deputy Director of Research and Analysis and as a subject matter expert. Before joining SIGAR he was a subject matter expert for the Special Inspector General for Iraq Reconstruction (SIGIR), a senior consultant with BearingPoint where he worked with the Department of State and the National Security Council on Iraq policy issues and at the Iraq Reconstruction Management Office at the U.S. Embassy in Baghdad. He also worked for the House International Relations Committee (now the House Foreign Affairs Committee) and the House Committee on Homeland Security.
Mr. Windrem has a B.A. from the University of California, Santa Barbara, and a master’s degree from Harvard University.
