Deborah Scroggins heads the Research and Analysis Directorate, which is responsible for producing SIGAR’s Quarterly Report to Congress. In addition to serving as editor-in-chief for the congressionally mandated report, she drafts congressional testimony, speeches and other SIGAR products.
Ms. Scroggins previously wrote the SIGAR Oversight Activities section as Senior Writer/Editor of the Quarterly Report.
Before joining SIGAR in 2012, she was an author and a journalist. Her first book, "Emma’s War," published in 2002, tells the true story of British aid worker who married a southern Sudanese warlord. It won the Ridenhour Book Prize for a work of outstanding social significance. More recently, she wrote "Wanted Women", an account of two Muslim women on opposite sides of the war on terror that was published in 2012. She has written extensively for Granta, The Independent, The Sunday Times Magazine, Vogue and many other publications.
As a foreign correspondent for The Atlanta Journal-Constitution from 1988 to 1993, she won two Overseas Press Club Awards, a Sigma Delta Chi Award, and the Robert F. Kennedy Award for her coverage of Africa and Asia, including Afghanistan. She later served as assistant political editor at the newspaper.
